you need to port it. make a diff, try to understand the code and then port to the desired rom. unfortunately, there is no 'convenience' way to do it...

the best way is to ask your rom developer to hide the carrier label in his rom or use aokp. i think xiaomi should seriously consider to integrate some of the control panel features to miui, especially the carrier label thing and 4 way reboot. those features are not new and they are already...
