I still have one permission to unlock, but when I'm trying to do it with MiUnlock I'm getting message at 50% "No need to unlock this device" so its unlocked or I need new permission?

Hi, I had 7.3.30 ROM installed last week, after that installation my bootloader is blocked again? Because I'm trying now install 7.4.6 via updater app by choosing install from zip file and my phone is rebooting too moment where logo xiaomi is showing up then its going black and nothing happened...
