I think you need to download a VPN app and choose a Chineese VPN. Then you can go to your Developpers Options and associate your phone to your account. If you try the Developpers Options without the VPN you'll have a error message with the number 18008 in it

Are you in a bootloop or do you have access to the Chineese/English phone ? If you are in bootloop, can you factory reset your phone with fastboot ?
