I've been using MIUI7 and MIUI8 for MI 4c, but i skipped MIUI9 because i had battery issues with it, since than i've been using Lineage OS (great performance and battery), and now i jumped back to MIUI10 i am pleasantly surprised from it so far. Xiaomi.eu for all of those MIUI's though :D

You dont need official ROM to unlock it.

It says 7.3.13 or 7.3.14, the first number means the Year (2017), Second the month (3rd) and last the date (13 or 14), and because china is in other time zone so the deadline is Wednesday :P

You don't need official permision to unlock MI4C's bootloader. Just flash 6.1.7 through EDL mode with Mi Flash. fastboot oem unlock ------> in fastboot fastboot flash recovery recoveryname.img and u are done :)

I dont know about others, but for me 7.2.16 is amazing, better batery life for sure. Performance same. Give it few batery charges, and batery will normalize.
