how do you revert to 22.2.23? i reverted and this message "wait until your device is fully rebooted" pop up and i cant use my apps

I have updated for xiaomi mix 4 and the notification delayed again for whatsapp etc like the previous update. now wanted to revet to 22.2.23 the message keep pop out " wait until your device is fully rebooted" and couldn't use my phone anymore. Anyone got any advice?

Hi, after the weekly update, now i have to open whatsapp itself to receive message or restart my phone to receive other apps notifications. Whatsapp mobile must always on screen so that web whatsapp also can be used if not web always shown mobile one is not online..also hope it will resolve soon
