Yes, I fixed it. Turns out the root was removed after I update that's why I couldn't install the Youtube Vanced. But now it's fixed.

Miui Optimization in Developers is missing. I unlocked OEM and clicked the Reset to default value multiple times but it does not show the Miui Optimization. Strange that I was able to install youtube vanced before updating to 21.4.28 without even changing a setting in Developers option.
