Yes the internal backup tool is working for Xiaomi.eu Roms as they are based on the original Xiaomi China Roms. Also Appdata will be restored. What was not restored on my phones were SMS messages. If they are important to you, you should use different sms-backup tool or the mi-cloud sms sync.

It looks like your bootloader got locked again. Try to unlock it in the current situation with the MI unlock tool. I had this issue a few month back, when changing between multirom.me and xiaomi.eu. I was able to unlock in this state. After that the Phone was booting and TWRP was working again...

I would suggest to follow the official Flashing Guide and using the Fastboot Methode... Do a backup with the MIUI backup tool and save the data to an external source first.

For custom Roms you need to unlock and flash twrp.
