choose the option to format and lock, after that you can unlock again and install xiaomi.eu if you want

yes you can, if the phone is not hardbriked (partitions missing) you can use miflash, just go to fastboot and flash via miflash

Use MIflash to flash the latest china rom, add your account, and unlock, put in fastboot mode. After that you can unlock and install xiaomi.eu.
