I can confirm the issue on 7.21 and 7.28 EU weekly ROM and on EU stable. Phone is set to prefer WDCMA and after reboot phone connects to 3G. On signal drop / reduction it connects to 2G and will never go back to 3G. Issue is 3S specific - I have Redmi 3 by me with SIM on the same mobile network...
