Probably its because you log off your mi account from the phone. When you pair your mi account for unlocking the bootloader you should wait all 15 days with that mi account you used to request the unlocking. If you logged off your account you erase the amount of time. I unlocked the Redmi note 7...

In twrp wipe cache dalvik and data(that delete only apps and settings but not your internal Storage). I know its annoying but this "bug" became from last 2 stabile rom releases.. its big waste of time and data usage if dont have wifi.. mi8 Android 9 battery drains as well, not reccomended.
