i did it also in A11 on 12.1.2 in the phone dialer with *#*#869434#*#* and *#*#86583#*#* and works fine for me. Maybe in your carrierfile .mbn vowifi is not parametrized and you have to change it with PDC tools. -

i don't know with your provider. in older builds i only had to disable carrier check and VOWIFI and VOLTE worked perfect. also in 12.1.2 i had VOLTE symbol and VOWIFI worked, i had just the problem that mobile data didn't worked, as i think the modemfile was corrupted.
