    I'm using the [4.4.4][UNOFFICIAL] CyanogenMod 11.0 [R15, 2015-01-07]']CM11 Rom. There are many languages to select. I don't know if one is Arabic.

    Dual SIM

    I'm using cm11. There you can find the setup for different ring-tones for SIM 1 & SIM 2 in the dialer app. Open dailer app and go to settings/SIM card settings. Now you can configure different ring-tones for each SIM card.
