Nop, you can't unlock via adb you have to go on en.miui.com unlock section u can find some tutos about unlock xiaomi ;)

You have to flash the last china Dev rom from en.miui, then unlock your bootloader, then flash the recovery unofficial from Cofface, then flash the Xiaomi.eu rom EU All links /tuto are on en.miui redmi4 section Please use read carrefully intruction and take always for your redmi 4 prime
