It's not a problem it's a feature. Cpufreq driver changes min frequency depending on workload. If workload is high min frequency will be increased if low it will be decreased.

Maybe @ingbrzy knows a way to unbrick your HongMi properly and solve this issue. I've bricked his device multiple times in the past, so he should be the unbrick master by now :D
