As far as I know they aren't working on V5 based on kitkat. Those Nexus stories could be true. But I don't believe in kitkat based V5, it'll be V6 with a new more kitkat UI

My batterylife on 009 was poor too. Much faster drain then 008 and 007. Yesterday I switched to 010 the upcoming version which is far from complete. Batterylife on 010 is pretty good though. Hope it stays this way :)

Problem with new kernel features from Xiaomi is that they are not open-source. Xiaomi is not updating their sources, currently MiCore sources are more complete then the sources released by Xiaomi. So I can't add support for this alarm feature, although Xiaomi can maybe. Shutdowns means voltages...
