That's the lock screen for TWRP, swipe it to unlock the screen. I usually keep mine at read only. If you don't, then it may ask you to install root at boot up if it doesn't see that you are already rooted.

I've had something like that happen on my Mi4. It happened on KitKat and on the Android M global ROM. It rarely happens and like you said, locking and unlocking the phone is a quick fix.

I flashed TWRP and am on the latest weekly build. I've heard too many stories of malware infested software being installed on these phones.

Because this ROM is based on the China dev ROM, and Xiaomi haven't released an update in awhile due to testing Marshmallow.

I think you actually have to give a reason you want to unlock the bootloader. I would say to have complete control over my device and be able to use Mi Flash again.

If you installed the China dev 6.1.14 build, then you'll have to unlock the bootloader. From there you can install TWRP and flash this ROM. Check the en.MIUI.com forums on how to request an unlock code to unlock the bootloader.
