Yes, was broken. But I found a way. As you can see, additional lines are needed for MIUI 10. On your device is not tested. But I hope that should work. You can make the backup of the SYSTEM in TWRP. Or make a copy of the file build.prop in the File manager in TWRP, then install the patch.

Я перевел большинство недопереведенных строк в Настройках. Updater.apk не попал в этот релиз, надеюсь, в следующем релизе включат. Буду постепенно добавлять перевод и в других приложениях. Если где еще заметите недоперевод в стандартных приложениях, пишите в личку :)

I modified camera2api patch and it work for Mi Max 3. You can download the file, remove extension and flash this file in TWRP.

After some time the settings for Telegram are reset to full "Importance to Urgent" and the "Floating notifications" appears again :(
