sMiUI is based on xiaomi.eu ROM which is based on the developer ROM.. So its already included, isnt it ?

you need to flash from developer rom, not stable. and you also have to sign in your mi account with the note 3 .. that should work

I edited the first post, please try again with a fully activated Mi-Account and make sure you connected your RedMi Note 3 with your account before trying. please report if it works now.
