I assume you have the Global Stable 8.0.3.0. The Global Stable Rom hasn't been updated in a while. That's why the updater app doesn't show you any updates. You could try to be patient as the global stable will be updated in sometime in the future. Or you could migrate to the Xiaomi.eu version...

No, wiping data, cache, dalvik cache won't remove anything from your internal storage or SD card. Wiping Data will basically perform a factory reset-deleting all the user apps and settings. There's no need to fastboot flash the earlier Rom. Just download the recovery Rom of the latest MIUI 7...
