Private DNS is used to hide DNS traffic from those in your network, the one you're sending it to (Google) should still be trusted. -

As said try the Dev rom, seems strange but it definitely makes a difference. -

I had it on Poco F3 with MIUI 13 but I'm actually glad they decided to remove it, it's unnecessary notification space usage. -

Seems like a personal issue since it has over 2000 downloads for the F3 alone. The Dev roms don't have the notification bug. -

Had the same issue on the MIUI14 stable roms, but the weekly dev roms are fine so I switched to that. -

For anyone having notification issues; use the Dev rom. The issue does not seem to be present in the dev rom.
