You need to unlock your bootloader. Apply for unlock first... enable Developer Mode on your devices, enable "OEM Unlock" on Developer Options. Make sure your device listed on i.mi.com.
The real problem is, when you apply for unlock and you use "template". Your application will rejected.

It's a matter of memory management not just about free RAM. When you use, technically, same device [3GB RAM] and use it for the same daily use... and there's some difference with performance, it's bug that need to be fixed.
Free RAM is a sign that the process is efficient...
I have a problem on Redmi Note 3 Pro [Kenzo]. The LTE options seems disabled either bugs or on purpose. Could you tweak it?
On the other side, the memory management on Redmi 4 Prime seems bad. Usually free about 1.2-1.4GB, while RN3 Pro can give us free memory around 1.5-1.7GB.
