Yes, you had to install chinese dev rom first. Download it at this link, it's the fastest: http://obigota.d.miui.com/5.10.16/miui_MI4c_5.10.16_3be1109680_5.1.zip Install it via updater, then reboot and install Flashify. Then, download latest TWRP for mi4c and install it with Flashify.
