    The Xiaomi one is locked.. It means for normal users that the phone has a Locked Bootloader.. Like on all other brands on other phones.. It can either be unlocked (no tools yet) or modified with permission of Xiaomi to be able to install a Custom ROM (this Multilang one) :)
