How to backup all apps and data, messages etc. I can't see Local Backup option!

Mi 9 Lite, Messages doesn't work. Tried clear app data doesn't work too. smsmessages.db deleted but doesn't work. I wiped cache and dalvik after installing this rom. So I get into Twrp and did Wipe- Format Data, done and then restarted to system. All apps cleared and messages worked well.

i installed 11.3.1 to my Mi 9 Lite and Messages doesnt work :(

at first message it says just install and reboot. Why no warning to wipe ?

File explorer cant open Sd Card. when i choose Sd Card in File Explorer, it crashes. Using Mi 9 Lite with 9.10.24 rom Turkish Language.

cc9 (im looking for Mi 9 Lite) is on the list at fist page but there is no rom on the download page ! is it coming soon ?

is that v27 released only for mi8 and mi9 ? not for mi 9 lite ?
