Did you try to check in Game Turbo if it is not some sensitivity setting that is changing this?
In the Game Turbo settings there is a sensitivity adjustment. Try checking this.
Change language to English (US), clear Google App and Google Play Services data. Restart your device, download the assistant app from the play store and try to configure it. If it doesn't work, wait a few moments and try again.

Yes, I had this problem on my Note 12 Pro 5G. I changed the language from Portuguese-BR to English (USA) and configured Voice match, and then when I returned to Portuguese-BR it started working again.

Oh no, I could say that maybe a factory reset would do the trick, but it seems to be a problem with the software itself. Maybe it's better to wait for the next update. Or if you want to try, do a factory reset.
The Google Assistant only responds with voice if you ask for something via voice command, check in the settings if the assistant's spoken response is activated, and while it responds check that the volume is not set to zero.
Try the following: Update the Google App from the Play Store (make sure you're not using the beta version), clear your Google App and Google Play Services data, then restart your device and try setting up Voice Match.
