Can you switch through official ROMs with the bootloader locked?

Sorry to ask this stupid question but i am not a person that knows what am i doing with my phone but, if i have an international version of a phone, can i flash and lock a ROM from Europe even though i eventually used a MIUI ROM that was ported from a Chinese ROM?
