Is it OK to flash the latest rom over 7.6.10?
Redmi note 4 mtk (Nikel). Guessing yes (there's a miui version change but not android version), but thought I'd check.

Ask Xiaomi that question, the EU devs here use the official roms as a base, so if xiaomi release with 6.0 that's all they can provide.

Try Settings>Data Usage with mobile data switched on. Select an app from the list of apps at the bottom, you can switch 'restrict app background data' to on to disable cellular data usage.

You'll need to ask xiaomi. Not looking very likely, qualcom are good at releasing sources, meditatek aren't hence why support isn't as good.

@tadas I believe you had mentioned problems with the gallery app freezing. I also had this issue with the gallery and camera app freezing and becoming unresponsive. I had switched gallery and camera storage to the micro sd card which seemed fine at first. But I switched the preferred storage...
Yep, MTK doesn't hold up as well in the battery department. It seems worse for some than others and I found it took some trial and error with ROMs before I found something that wasnt too bad (between 5-7hrs SOT).

1. It's not official but is based on official MIUI. So as close to official as you can get. There are stable versions and weekly versions just which are based off official miui.
2/ yes you need to unlock your bootloader to install it. You don't need to root it. You can use superSU if you want...
I have a Redmi Note 4 and have freezes in the camera and gallery app. I had it in my previous ROM (Multirom) though so don't think it's an EU ROM problem.
Do you store your photos on the internal storage or SD card?

You can flash twrp recovery and install from twrp. Or you can install the EU ROM by booting twrp using ADB.

The ROM for your device is 'HMNote 4' (HongMi Note 4) or 'Nikel'. There are weekly ROMs and stables available.

Currently on china beta/dev ROM with TWRP installed (no root), how best to move to the EU ROM? Just make a backup, then wipe system/data/cache/dalvik in TWRP and flash the EU ROM?
