The issue is related to the Google Play system not updating correctly and reverting back to the old version so that's why the device reboots twice.

If you are 100% sure that you are using the Redmi Note 11E Pro then the ROM is for you. Right now you are having NFC issues as you have different NFC hardware and are using a version of MIUI for Global Devices. The device you have is Chinese.

You should never lock your bootloader on a custom ROM. As @The System said that will brick your device and you will have to go to Xiaomi Authorized Service to unbrick it.

If the phone reset by itself that means that all your data is gone and we can't help you with recovering it

Are you using the Xiaomi EU ROM or are you using the Stock ROM?

Yeah it also happens when you do a setup on Stock Global. The Korean message is related so some sort of Service App that is probably made for the Korean market. As it's a one time pop-up I wouldn't worry much about it.
