I don't like fast boot because it always issues with usb drivers, have u tried to flash in to stock rom, and just install rom from xiaomi updater ? your mi3 is really WCDMA not TD version ? bcs this version errors was when I tried to upgrade mi3w with mi3-td version

strange, for me it's working well, your download not interrupted and file is fine ? it installs with pauses but from first time without any error, installing with updater or from recovery ?

yes, just like a normal roms with updater app, on my phone cam not crashing video player is inside, just no icon, but video plays no problem. With location had some problems at start with weather app like yahoo weather, but after some time it came stable and now works fine and auto updates...
