actually, the updater-script should set the permission, but somehow for some users it fails. so, you need to give permission manually.

Go to the /system/app with any explorer app like ES File Explorer and change the permission of the ControlPanel.apk to "rw-r--r--". (The same permission like other system app) Reboot and you should see the app. :)

if you flash control panel full package, also not only the multilang package of control panel, then you'll find a new app ControlPanel.apk in your home screen. With this app you can set the carrier label.

yeah i know it is not working because the whole onscreen function is disabled. what i was trying to say is if i just enable the resizing function, whether it'll work or not...which device are you using? crespo?

3.1.22? you mean 3.1.25? no, not the whole control panel suite, only MMS.apk. btw, just flash the miuiandroid multilang 3.1.25 and then control panel multilang 3.1.25. simple and you'll have mms rotation again. otherwise you need to boot into recovery and then push the MMS.apk of miuandroid...

Not anymore, because miuiandroid multilang package has it, but not miuiandroid english rom. If you mean only MMS.apk, then it should work. However you won't get the latest fix in that app. I'll consider to re-integrate the MMS rotation mod again until miuiandroid integrate it in the english rom.

is your apks order changing by every boot? if yes, then something is not right. you can backup your apks order (literally: desktop layout) with miui backup app and restore it every time after you do fullwipe.
