As I understand your problem is not only in TWRP. Can you boot into system and do you have access to your data? Because as I understand you can't and you don't. So you already lost your data.

What ROM was installed before? Because if you for example used official or any other custom ROM, then you should do a clean install. Witch means a data format. Because without data format you didn't remove data encryption :) And if data encryption remained from other ROM version, it's obvious...

You do a useless wipe, all the time :) There is no need in wiping system for clean flash.

Format data is written with caps lock in the OP, i think they should make it red blinking, also "NEVER wipe System".
