I have 6/128 and i ok too, i first flashed 9.9.27 v1 and then 9.9.27 v2, may be this is the reason? Dual apps don't work, but when i tried, it only stuck on animation so i closed it after a minute and it was no reboot.

According to the table in OP, Redmi Note 7 don't have anti rollback either, so anti rollback number of ROM is same, but it less then 4 :)

I think it depends on device :) For Mi 9 it's 1, like for every other ROM, because it don't have anti rollback.

You can set google as the default voice assistant in the settings, then it open updates from google app ))) In updates you cat tap assistant button at the bottom.

I had similar problem, just turned it off couple of times and while it off held power button and volume down until it entered fastboot mod. You may try to hold and release power button and volume down couple times when it turn on.
