I don't know if it's related, but after updating magisk to the last version (19.1 if I'm not wrong) It works fine for me on PayPal app.

That happened also to me many time ago. Flash an official fastboot (developer, as it seems you are using developer) ROM using MiFlash and then install your preferred ROM. BTW, it seems that official download pages are down for maintenance.

No. Using apps. Personally I use Link2SD or Titanium Backup. Root is needed to freeze apps. Use latest Magisk for that.

You are lucky! Generally when a translation is missing even for just an option, the app crashes. That happened to me more than once using Italian language. So I would consider myself lucky and wait for the next update.
