There's this bug in some ROMs version. Try ensure you have working WIFI or internet connection enabled.

Go to 'Settings' > 'About phone' and click 4 times on 'Kernel version'.

Try other ROMs, I'm sure it'll solve yours. As Redmi Note 3 is considered new, there are some compatibile issues. For example, some ROMs have the Mi Drop feature while others even the official stable don't.

As for Unlock Bootloader part, I suggest you edit the REQUIREMENTS whereby ONLY Developer ROM installed will work while others won't. It does work on all ROMs. Confirmed & Tested working on all ROMs NOT ONLY on Developer ROM
