Monitor.apk available for different ROMs?

My current android phone doesn't have a MIUI rom. The one thing I really miss about it is the Monitor app, which I had used to make sure that I never went over my lowly 150MB/month data limit. I tried taking the monitor.apk file and installing it in my current ROM, CM7, but it just says...
