Kate can be unlocked officially, I had already done that in July. In order to unlock Kate officially, Global Developer Rom has to be flashed on the device through EDL mode. that's the only way back then, I'm not sure if it has changed now. and then you're required to login to your mi account on...- wtfjajaja

yes, I have a kate device, Deutsch isn't included in the official rom... I think you would have better luck seeing it in custom rom.- wtfjajaja
