The TWRP delivered with Xiaomi.eu ROM is not able to decrypt device storage anymore. Solution/Workaround: Replace wxz150's recovery with TWRP made by redispade: https://github.com/redispade/device_xiaomi_grus-twrp/releases/latest This is confirmed working.

With the 9.10.24 weekly ROM for Mi 9 SE a TWRP was included. This TWRP overwrites the already installed TWRP without notice :-/ Additionally the shipped TWRP by wxz comes with chinese language as default language - no matter what language was selected before. If you are not able to read chinese...

I can confirm - there seems to be some devices that are encrypted and some does'nt. I do use the same manual/script replaced fstab for my Mi MIX2 - but that's nothing to expect from technically inexperienced people in the regular weekly updates.

I think they set both mount point to the same partition within fstab. TWRP is limited to connect only one mount point to a partition. There are several possible reasons to leave the possibility active to mount two different mount points to one partition - the common one is to keep compatibility...

... are you sure it is enabled for all devices? I've to run an encryption enable script every week for my Mi MIX 2 when using a ROM from xiaomi.eu. If i don't use the script then android got stuck on boot because of the fstab - it leads android to load /data as unencrypted volume only.
