Are all MIUI versions safe for "fresh install?"

I am just wondering if all the Friday releases are clear for everybody using MIUI for the first time? Or do you have to have a "safe version" that you need to install first before "updating" to the Friday release version? I have noticed that whenever I data wipe then install Friday releases, I...

Phone restarts whenever it doesn't find any signal

Is it really normal for my phone to restart whenever I lose signal from my provider? If not, can I turn it "off?" Thanks!
