Try an app called Flashify. It installs recovery from the system and there you've got a button that redirects you right into recovery mode. If it doesn't help you, then try another recovery. UPD. As for me and my mi8 it was a big problem too, because none of recoveries were optimized at that...

I've got a mi8 (basic version) and did a factory reset. Then installed the latest official global dev version and then made a factory reset once again. Then installed EU rom and finally - no bugs, errors or other troubles - eu ROMs still rock :)

Problem remains after I did the full wipe in the recovery (didn't touch persist). 8.8.30 by me, Russian language as a system language.. Magisk works too.. Actually, that's all I can tell you. Maybe I should reinstall everything with a help of the fastboot?
