I don't think that problem is related to the ROM. I have a RN9S and I recently updated it to 12.5.1 (dirty update over 12.0.4), in both versions the DL/UL speeds are the same as the ones I got with my computer. You could do a clean install of any version and try to see if you got better...

Same experience in my Lavender. All good with gray notification center even at default theme.

Lavender updated from 20.10.29 to 20.11.5 without any issue. All ok thus far.

MD5 info was very helpful. Successful update for lavender.

Lavender, updated yesterday, so far everything good, but data encryption in recovery. Hope a fix come out soon.
