I can't find VPN settings, it disappeared from settings, but I can find it by searchbar and it's working. Any idea where I can find it now without searchbar?

I have problem with encryption on Mi Max 3. When I try to encrypt device, screen just is going black for a 2-3 seconds and back to lock screen. Doesn't even reboot. Nothing's happening... any suggestions?
