I fixed Wi-Fi issue in 10.2.16 Stable ROM. It's caused by persist.img, (we can see error message "Find device corrupt",), Just simply install persist.img to persist partition in TWRP. I won't use dev 9.9.6 in MI 9 anymore..

Solved. 1. Exact official ROM(Local and find persist.img 2. transfer persist.img to MI 9 with ADT. 3. Go to TWRP, click Install -> ROM, Select persist.img, choose persist partition. That's all.

when i use 10.2.16 Stable ROM, my MI 9 has no WLAN functionality.(I couldn't turn it on). When I use 9.9.6 dev ROM, I couldn't make phone calls as I mentioned before.
