New 20.1.9 - lavender - hardware accelerated video playback is broken

After updating to 20.1.9, Chrome cannot playback YouTube videos properly. The YouTube app is fully working. However going to chrome://flags and disabling hardware-accelerated video decode, the website starts working too. Logcat is attached
