Can not connect to network

Hello, I have noticed that some app can not connect to network, but the permissions is not asked when it is installed. Is it a A12 behaviour or just an issue on this release? If I look for in permissions, I not found how enable this? I have a POCO F3 with 10-27 release Thanks in advance
