I got this issue on Mi 11 star also. For me it helped to clear data and delete the second phone app. There have been two of them on the screen. The one system related you can't delete, the other one you have to delete then restart your phone.

I am getting same issue, in installation process. When google is recovering data then the issue appears. Its not possible to wipe data of permission app, because the phone reboots before i am getting into miui
