TWRP for Ishtar (HyperOS) / Stuck in Fastboot Loop

Hi guys, I was trying to update my Xiaomi 13 Ultra from HyperOS 1.0.4.0 to 1.0.6.0 but failed to do so because my TWRP not reacting to touch screen anymore. So I decided to fastboot install the new TWRP instead and I follow the guide here till the dot, yet I'm faced with Fastboot Loop right...

New Xiaomi 13 Ultra 5G Region Locked

Hello, I'm using a Xiaomi 13 Ultra china set with latest EU stable ROM now. It seem the 5ghz region locked is still in place as I'm not able to get any 5g signal with the same sim card from my Xiaomi 10T Pro with EU Rom installed too but has 5G. Can anyone please look into this. Thank you.
