How exactly "not work"? Applying the mod does not take effect at all? Or there is a change, but something goes wrong? Also, try to extract android.policy.jar from MOD and copy it into the phone's /system/framework/ directory (overwrite existing file), then reboot phone. -

I'm not sure, but try this way - rename MOD zip to "update.zip". -

This was an instruction how to restore original ROM. In that case, "there is no change" is normal. -

Get android.policy.jar from your original ROM, and copy it (with overwrite existing file) into /system/framework/ dir on your device, using any file explorer with root permissions. Then reboot device. -
