Confirm. Replacing Framefork-res.apk from EN version is fixing System UI FC issue on ARC S. Install this fix after installing full ROM via CWM and wipes cache and dalvik http://forum.xda-developers.com/attachment.php?attachmentid=1202123&d=1342453052 Not sure is it will work for other devices.
