New WiFi not responding

Hello, I'm having difficulty with v2.8.10 in that the WiFi is not turning on, only states in the settings that it is "Turning Wi-Fi on". I had this problem a couple months ago & don't know if it is just an odd detail I am overlooking, but I am working with an EVO4G. Any help would be appreciated.
