Watched your video and tried to reproduce the problem on my Mi 9T running 20.6.4. And I can't. Unlocking animations work every single time on my Mi 9T, with fingerprint unlocking. So it must be something you have configured or installed.

Thank you! I had exactly the same problem with my Mi 9T while trying to install a Miui 12 xiaomi.eu ROM. Formatting data solved the TWRP bootloop. And I also had to use adb push to copy the xiaomi.eu ROM from my PC to the phone.
